This is her first collection of "People" stories, and also the first of her 4 primary collections - those which collected her stories for the first time. "The People" are aliens shipwrecked on Earth, and externally the same as Earthmen. They possess extraordinary psychic powers, which bring them into conflict with their neighbors, despite efforts to blend in.
