The Hrrubans needed it to provide a decadent race with a new spirit of adventure and challenge. The Terrans needed it as a home for refugees from an impossibly overcrowded Earth. Both sent colonizing parties, both began to think of Doona as home- and both thought they were alone on the planet. Humans had developed a hands-off policy on inhabited planet, and the colonists were deeply disappointed when they found traces of an alien race- not wanting to return to overcrowded Earth.
