His second novel - a fix-up incorporating "Light on the Sound" (Isaac Asimov's August 1980 / Chapter 8) and "The Thirteenth Utopia" (Analog April 1979 - which was the seed for the whole series / some bits can be recognized scattered through the book.) This begins his "Inquestor" series.
