The Winter of the World (1975) - by Poul Anderson. The 1975 SFBC hardcover was the true first edition, as the Signet paperback came out in 1976.

An Ice Age has come, civilization as we know it has collapsed. Three cultures have emerged: the Seafolk, the nomadic Rogaviki, and the Rahidian-Barommian Empire. Josserek Derrain of the Seafolk allies with Lady Donya of the Rogaviki in an effort to keep from being overwhelmed by the Empire.
